Beef: Cook beef with 1 cups of water until done. Add all the seasoning. Add flour last and cook a little longer. Turn off heat, add cheese, mix and set aside.
Sauce: Add oil to pot (wait until warm) then add the flour and stir to keep from lumping. If you get lumps, don’t worry the next steps will help with that. Then mix seasonings in and then add water. Whisk until smooth and it thickens a little.
Prep: Dip tortillas in warm sauce, put them in the corn of the pan you will need to use and then fill each tortilla with your meat. Once you are done, add the cheese to the top and put in oven until cheese is melted on top.
