Heat oil in a cooking pot.
Sauté onion, garlic.
Add the meat, bay leaves and whole peppercorn. Stir, and cook for 2 minutes or until it becomes light brown.
Pour the water, vinegar, soy sauce. Stir, cover and let the liquid re-boil.
Cook until the meat is tender.
Season with fish sauce, black pepper, brown sugar.
Continue to cook until the liquid reduced.
